TCN'S  with expired visa  and exempt  from Mexico Visa can enter Mexico with an FMM FORM.

TCN'S  with expired visa  who  require    Mexico Visa must apply for a Mexico Visa in the nearest Mexican Consulate where they live.  In addition to the visa they will also need an FMM FORM at the Mexico  port of entry: border or airport.
